The warden of a federal women’s prison in California has been charged with sexually abusing an inmate, authorities confirmed last week.
A statement issued Wednesday by the U.S. Attorney’s Office confirmed that federal prosecutors unsealed charges accusing Ray J. Garcia, 54, of allegedly:
Additionally, the statement from the U.S. Attorney’s Office indicates that Garcia is accused of attempting to deter a victim from reporting the sexual abuse by telling her “that he was ‘close friends’ with the individual responsible for investigating allegations of misconduct by inmates and … that he could not be fired.”
A search of Garcia’s work cellphone and computer led law enforcement officials to uncover hundreds of sexually graphic photographs (including photographs of both male and female genitalia and nude photographs of Garcia).
Garcia, a resident of Merced, California, is warden of Bureau of Prison Federal Correctional Institute (FCI) Dublin in the San Francisco Bay area. According to prosecutors, at the time of the alleged sexual abuse he was associate warden. Garcia was reportedly placed on leave in July in connection with an investigation into the aforementioned allegations.
Jail records indicate that Garcia is currently being held without bail in Alameda County’s Santa Rita Jail in Dublin, California.
If convicted, he faces up to 15 years in prison, a three-year term of supervised release, and a $250,000 fine.
Assistant U.S. Attorney Molly K. Priedeman is reportedly prosecuting the case. The prosecution is the result of an investigation by the U.S. Department of Justice Office of the Inspector General and the FBI.
The all-female FCI Dublin prison located in East Bay is the same location where high-profile inmates Felicity Huffman and Lori Loughlin recently served time.
