Ex-Long Beach Police Officer Indicted on Federal Child Pornography Charges

Oct 6, 2021

A former Long Beach police officer was indicted last week on four federal counts of distributing and possessing child pornography, according to prosecutors.

According to the indictment, Anthony Mark Brown, 57, was charged with:

  • Three counts of distributing images of underage girls who were either naked or engaging in sex acts
  • One count of possessing child pornography

Brown worked with the Long Beach Police Department for 26 years, most recently having been assigned to the Long Beach Airport, according to a report from The Mercury News. Brown was initially arrested in February and the Los Angeles Times reported that he was found in possession of one sexually explicit image of a girl under the age of 12.

After a federal grand jury indicted him on the three charges of distribution of child pornography and one count of possession of child pornography, Brown was arrested again on Wednesday, September 29, by special agents with Homeland Security Investigations, according to Thom Mrozek, a spokesman for the U.S. Attorney’s Office.

Brown was released on bond following his Wednesday arraignment, and a trial has reportedly been set for November 23.

The Mercury News also reported that Brown was accused of using the phone messaging app MeWe to distribute sexually explicit images of girls in November 2019 and April 2020.

If convicted on all charges, Brown faces a maximum of 80 years in prison, according to prosecutors.

“A strong ethical foundation is one of the core values of our department, and we hold all our employees to high standards,” Long Beach Police Chief Robert Luna said in a public statement. “This former employee in no way exemplifies what it means to be a Long Beach police officer and we support the federal charges brought against him by the U.S. attorney’s office.”

Mrozek confirmed to The Mercury News that Brown had been facing charges in Los Angeles Superior Court, but that case was dropped in light of the federal prosecution (as federal sentencing guidelines are much harsher than those available under California law).

A police statement confirmed that Brown was arrested while on duty in February after Long Beach police received a tip about a possible online crime against a child in May 2020. The Los Angeles Times reported that Brown retired one month after the District Attorney’s Office brought charges against him. Brown will reportedly receive an annual pension of roughly $93,000 per year, according to the Long Beach Post report.

However, as the Times report noted, although Brown’s pension is guaranteed under state law, rare exceptions – including if he is convicted of a felony in connection to his job – could nullify the payouts.

The Los Angeles Times also reported that prosecutors have not indicated whether or not the charges against Brown have any link to his time in law enforcement.

Child Pornography Prevalent in Local Communities

Child pornography is an issue that has impacted the Southern California community in recent months. In addition to the Anthony Mark Brown indictment, the two recent stories also made local headlines:

  • In May, an Anaheim elementary school teacher was arrested on suspicion of possession child pornography
  • Also in May, a man was arrested after a Sheriff’s investigation uncovered over 1,000 child pornography tapes

In addition to child pornography cases, multiple local teacher or coach sexual abuse cases have surfaced over the past year:
